Reporting ISO/RTO Costs effective 1/1/23 pursuant to FERC Order No. 668
MESSAGE

The California ISO has allocated its Grid Management Charge (GMC) charge codes, administrative fees, and line/path operator agreement (LOA) charges into the required accounts effective January 1, 2023. Market participants billed for ISO costs through the GMC and LOAs can report those costs pursuant to FERC Order No. 668.

 

Three GMC charge codes, ten administrative fees, and one LOA charge make up the ISO 2023 costs. Federal Energy Regulatory Commission (FERC) Order No. 668 requires the ISO to report ISO and Regional Transmission Organization costs using three specified FERC accounts as follows:

  • 561.4 - Scheduling, System Control and Dispatching Services
  • 561.8 - Reliability Planning and Standards Development Services
  • 575.7 - Market Administration, Monitoring and Compliance Services

The ISO has allocated its 2023 costs into the required FERC accounts. Market participants billed for the ISO costs can report these costs according to the FERC order. To calculate each account, market participants should take the charges for each respective charge code or LOA and apply the percentages of each FERC account listed in the document titled Summary of Regional Transmission Organization Costs Effective Jan 1, 2023. The document is available on the Settlements webpage, under the Grid management charge heading.
