The California ISO implemented a software patch on Jan. 23, 2023 that fixed a defect in the calculation of the hourly load forecast used for Resource Sufficiency Evaluation (RSE). This defect incorrectly averaged a subset of the fifteen minute interval load forecast when calculating the hourly forecast used for RSE. As a result, the defect would tend to overstate the load forecast during ramp up periods and understate the load forecast during ramp down periods.
This change implemented the correct averaging logic and will improve the accuracy of the hourly load forecast used for RSE.
