SunZia Transmission, LLC submits new Participating Transmission Owner application to California ISO
MESSAGE

The California ISO has received a new Participating Transmission Owner (PTO) application from SunZia Transmission, LLC to include its high voltage direct current (HVDC) transmission facilities in New Mexico and certain transmission rights in Arizona under the ISO operational control as a Subscriber PTO. The application was received on Jan. 16, 2024, and the ISO is posting the application to fulfill its obligations under its Transmission Control Agreement Section 2.2.2. The application is available on the Transmission Operations webpage, under the Participating transmission owner applications submitted heading.

 

The SunZia Transmission system is an approximately 552-mile, bi-pole, HVDC transmission line in New Mexico and Arizona with a transmission capacity of 3,021 MW and will connect generation resources in the Southwest with markets and customers in California and Arizona. SunZia Transmission commenced construction in 2023 and expects planned commercial operations to begin in the first half of 2026. The SunZia Transmission system will connect to the CAISO Controlled Grid as a Subscriber PTO by utilizing long term firm transmission rights across Arizona and will result in a non-contiguous addition to the CAISO Balancing Authority Area. The Subscriber PTO model is pending in FERC Docket No. ER23-2917 with a requested effective date prior to commercial operation of the SunZia Transmission system.

 

The ISO invites stakeholders to provide comments on this new application by March 25, 2024. All comments shall be submitted via email to rray@caiso.com.
