Transmission Service and Market Scheduling Priorities Phase 2 Track 1: Implementation updates and request for information, call on 1/9/24
MESSAGE

The California ISO will host a public stakeholder call on Jan. 9, 2024 for Transmission Service and Market Scheduling Priorities (TSMSP) Phase 2 track 1 implementation. A link to pre-register for the call will be provided in a future notice.

 

The California ISO is in the process of implementing the Federal Energy Regulatory Commission (FERC) approved design for the Transmission Service and Market Scheduling Priorities Phase 2 initiative, introducing a new durable process for establishing market clearing scheduling priority for transactions wheeling through the ISO transmission system beginning on June 1, 2024.  The ISO is taking steps to implement the process to support the establishment of wheeling through priority for June 2024 and beyond. 

 

On Oct. 30, 2023, FERC approved the filed design as part of track 1 of the TSMSP Phase 2 initiative under which the ISO will calculate Available Transfer Capability (ATC), in monthly increments, on the interties that can be reserved in advance to establish wheeling through market clearing scheduling priority across the ISO transmission system.  The approved process replaces the existing interim framework effective June 1, 2024.  The ISO is striving to calculate and publish priority wheel through ATC in mid-January 2024 and will prioritize calculation of ATC on interties that have historically supported priority wheel throughs and resource adequacy imports.  The ISO is also striving to open the request submission window for priority wheel through ATC later in January for the period of  June 2024 and beyond as utilities across the West plan their summer supply deliveries and operations. 

 

To support the calculation of priority wheel through ATC on the interties, section 23.3.2 of the tariff provides the opportunity for load serving entities located within the ISO balancing area to identify and provide information on historical contracted imports that may not have been identified on resource adequacy plans over the prior two years.  This data informs the set-aside of transmission capacity for native load needs as part of the derivation of the priority wheel through ATC on the interties.  The ISO has posted a CAISO Load Serving Entity Non-RA Import Contracts Submission Template, with instructions, to the Reliability Requirements webpage that stakeholders can use to provide this information if available. The ISO requests LSEs respond to this information request by submitting a CIDI ticket by Jan. 8, 2024, as described in the template instructions.
