The California ISO selected a proposal from Walnut Creek Energy, LLC to provide black start service for the western Los Angeles Basin area. The ISO conducted a competitive solicitation process to determine which proposed black start resources would best meet the technical and commercial requirements and factors identified in the western Los Angeles Basin Black Start technical specification and commercial worksheet. The ISO plans to negotiate a black start service agreement with the selected provider and the applicable participating transmission owner. This agreement will be subject to review and approval by the Federal Energy Regulatory Commission.
