SCE would like to thank the CAISO for this opportunity to provide comments on the CAISO's Revised Proposal for Honoring Existing Transmission Contracts in MRTU. This revised whitepaper reflects considerable progress in the development of the CAISO's proposal since the last round of stakeholder comments and SCE appreciates the attention the CAISO has given to stakeholder concerns and input. SCE finds that the revised whitepaper has considerable merit and provides the following comments on the cost allocation and schedule validation aspects of this whitepaper.
