The CPUC staff appreciates the opportunity to comment on the CAISO’s revised proposal for honoring existing transmission contracts. The CAISO filed its initial proposal in July 2003 and posted an initial white paper in March 2004. Since posting its initial whitepaper, the ISO has been working with stakeholders and has incorporated stakeholder feedback. The ISO circulated a revised proposal on September 20, 2004. The ISO is planning to make a tariff filing in soon on its ETC proposal. Although this element of the ISO’s MRTU is actually a “stand alone” element, the ISO currently plans to implement it as part of its Market Redesign and Technology Update (MRTU) initiative, which the ISO expects to implement in early 2007. The ISO is seeking FERC approval for direction on this critical redesign element by the end of the year to integrate it into MRTU.
