The City of Azusa (Azusa) appreciates the opportunity to provide comments to CAISO’s proposal to honor ETCs in the context of MRTU market redesign. While CAISO expended considerable time and resources in addressing the issue of keeping the ETC holders financially whole and to make the scheduling process more transparent and accurate to the terms of those ETCs, CAISO has so far not expended sufficient time and resources to analyze whether its proposal will indeed engender the market efficiencies the proposal purports to accomplish.
