ISO market rules allow load to participate as price responsive demand in the ancillary services market. In addition, all load-serving entities are subject to the resource adequacy planning and scheduling requirements that enable reliable operation of the grid in real time.

Load serving entities
All load-serving entities are subject to the resource adequacy (RA) planning and scheduling requirements that enable reliable operation of the grid in real time. The ISO reliability requirements program requires that load-serving entities procure additional energy (reserve margin) above their demand, and is intended to compliment the state's RA programs.
