Vice President of Market and Infrastructure Development

Keith Casey, Ph.D.

Keith Casey, Ph.D. assumed the position of Vice President of Market and Infrastructure Development at the California Independent System Operator Corporation (ISO) in September 2009. The division is responsible for developing efficient markets and effective infrastructure planning that is informed and facilitated by a well functioning wholesale energy market.

Part of the organization’s start-up team in 1997, Dr. Casey served as Director of the ISO Department of Market Monitoring for the past four years and played a key role in designing a new market that guards against manipulation and fosters healthy competition. He also helped develop a new method for assessing the economic benefits of proposed transmission expansion projects and served as an expert witness in state and federal regulatory proceedings on market analysis and the economic justification for key transmission expansion projects.

Dr. Casey received his bachelor’s degree in economics from the University of California San Diego. He has a master’s degree in economics from the University of Maine and earned his doctorate in agricultural and resource economics with a specialization in environmental economics from the University of California Davis.
