The California Independent System Operator (ISO) invites you to join the Extended Day-Ahead Market (EDAM) Forum on October 13, 2021. This virtual event is intended to re-engage the region in a discussion that builds on the success of the Energy Imbalance Market (EIM) framework by extending the day-ahead market to Western entities, which would unlock the opportunity to optimize supply and transmission resources across the West.

This forum offers a unique opportunity for industry leaders, top utility executives, policymakers, and stakeholders across the West to share perspectives on key concepts and principles critical to the development of an effective and equitable EDAM framework.

The California ISO launched the Western Energy Imbalance Market (EIM) in 2014 to harness the benefits of coordinated and efficient energy trading throughout the Western states. Today, 15 entities across the Western Interconnection actively participate in the Western EIM, realizing significant economic and greenhouse gas reduction benefits.

By 2023, this number is expected to grow to 22 active participants representing 84% of the demand for electricity in the Western Electric Coordinating Council. This important next step will enable leading regional energy practitioners to collaboratively explore the design of a day-ahead market to enhance functionality of the Western EIM, extend economic efficiencies and advance clean energy goals across the West.

Khaled Abdul-Rahman

Khaled Abdul-Rahman, VP, Power Systems and Market Technology, California ISO

Dr. Khaled Abdul-Rahman is vice president of Power System and Market Technology at the California Independent System Operator (ISO), where he oversees the integration of power system and market technology systems to implement policy initiatives and support operational needs under a large penetration of renewable resources and other smart grid technology.

Dr. Abdul-Rahman previously served as the ISO’s executive director of Power Systems and Smart Grid Technology Development where he managed the market software development for the ISO’s Market Redesign and Technology Upgrade (MRTU). He also managed and provided technical oversight for all issues related to the Western Energy Imbalance Market (EIM) implementations, and the RC West’s look-ahead contingency analysis tools.

Prior to joining the ISO in 2009 he gained extensive national and international power system and electricity market experience having worked for Siemens, Energy Consulting Company International, Illinois Power Company, Open Access Technology International, and Oracle Corporation.

Dr. Abdul-Rahman earned a Ph.D. in Electrical Engineering from the Illinois Institute of Technology, Chicago, IL; and a Master’s of Science of Electrical Engineering and a Bachelor’s of Science of Electrical and Computer Engineering from Kuwait University in Kuwait.

Kathy Anderson

Kathy Anderson, Senior Manager, Real Time Operations & Markets, Idaho Power Company

Kathy Anderson is the Senior Manager, Real Time Operations and Markets at Idaho Power Company. She manages the team responsible for the safe and reliable real-time operation of Idaho Power’s bulk-electric transmission system, generation dispatch, balancing area and load service obligations including EIM Operations. She oversees the administration of Idaho Power’s FERC Open Access Transmission Tariff and the generator interconnection queue process. Kathy is also involved on behalf of Idaho Power in regional market development and policy efforts.

Kathy served as the co-lead of a team preparing for Idaho Power’s entry into the Western Energy Imbalance Market. She has served on various committees representing Idaho Power at WECC, NAESB, and NERC in her career, including serving as a former chair of WECC’s Market Interface Committee. She holds a bachelor’s degree in finance and an MBA with an accounting emphasis. She joined Idaho Power in 2005.

Jim Baggs

Jim Baggs, Oversight Services Officer, Market Design Strategy, Seattle City Light

Jim Baggs is Facilities and Oversight Services Officer for Seattle City Light. He has currently been assigned to oversee market development efforts for City Light. Since joining Seattle City Light as an officer in 2011, Mr. Baggs twice served as Seattle City Light’s Interim General Manager and CEO, and has served in a variety of executive positions.

Prior to joining SCL Mr. Baggs spent over 28 years at Idaho Power Company. He held senior leadership positions in the areas of regulation and ratemaking, system operations and planning, customer service, regional operations, energy services, load research and forecasting, renewable resource planning, energy market design, and reliability, cybersecurity, and regulatory compliance. Mr. Baggs served as Chair of the Members Advisory Committee for Peak Reliability. He is on the Advisory Board for Western Washington University’s Institute for Energy Studies and is a former member of the boards of the Northwest Energy Efficiency Alliance, the Pacific Northwest Utilities Conference Committee, the Public Power Council Executive Committee, Energy Northwest, RTO West/Grid West, and the Western Interconnection Compliance Forum.

Mr. Baggs has a bachelor’s degree in economics from the University of Colorado, and a master’s degree in agricultural and natural resource economics from the University of Arizona. He is a member of the Society of Corporate Compliance and Ethics.

Stefan Bird

Stefan Bird, President and CEO, Pacific Power

Stefan Bird is president and CEO of Pacific Power, a division of PacifiCorp serving 783,000 customers in communities across Oregon, Washington, and California.

In his role, Bird also oversees PacifiCorp’s 16,500-mile transmission system spanning 10 states, its multi-state renewable resource and grid operations, commercial and risk management activities, and other Portland, Oregon-based teams serving 2 million customers in Pacific Power and Rocky Mountain Power service areas.

Under his leadership, the company is making historic investments in renewable energy and the transmission infrastructure needed to transform the West to a sustainable energy future.

Bird led the company’s partnership with the California ISO in 2014 to develop a transformative Western U.S. energy market that maximizes renewable energy, grid reliability and lowers customer energy costs. Since its inception the market has saved customers across the West more than $1.4 billion while helping to decarbonizing the Western grid. For PacifiCorp customers, market participation has delivered over $300 million in energy savings and reduced PacifiCorp’s carbon emissions by 30 million metric tons.

Bird joined Berkshire Hathaway Energy in 1998, serving as vice president of acquisitions and development, president and CEO of CalEnergy Generation U.S., and senior vice president, commercial and trading for PacifiCorp.

Tony Braun

Tony Braun, Attorney, California Municipal Utilities Association

For over two decades, Tony has provided counsel to California public agencies on all manner of regulatory, commercial, and legislative issues associated with the electric utility industry. From the restructuring of the utility industry, establishment of the California Independent System Operator Corporation (CAISO), development of resource adequacy requirements, renewable integration, and formation of the new Energy Imbalance Market. Tony has counseled public agencies as they sought to navigate ever-changing new market rules and shape them to fit their consumer-owned business model.

Tony routinely participates in proceedings before the Federal Energy Regulatory Commission, the California Public Utilities Commission, CAISO, and the California Energy Commission on a wide array of energy policy issues, including resource adequacy rules, formation of the Energy Imbalance Market (EIM) and ongoing regional market governance structures, and evolving market rules to better integrate renewable resources.

On regional governance, Tony was appointed and served on both the Transitional Committee that developed recommendations including the formation of the EIM Governing Body, and the Governance Review Committee, which resulted in the adoption of a Joint Authority decisional process for EIM matters.

Prior to founding BBSW, Tony worked in the General Counsel’s office of the Sacramento Municipal Utility District, the law firm of Duncan, Weinberg, Miller & Pembroke, P.C., and the Office of U.S. Senator Paul S. Trible, VA. Tony received his Bachelor of Arts in Economics in 1985 from the University of Virginia, and his law degree in 1991 from the College of William and Mary. Mr. Braun is a member of the Bars of both the Commonwealth of Virginia and the State of California.

Doug Cannon

Doug Cannon, President, NV Energy

Doug Cannon, serves as president and CEO of NV Energy where he leads the company’s daily operations and oversees NV Energy’s commitment to deliver low-cost energy, expand its renewable energy portfolio and maintain industry-leading reliability for its customers. NV Energy delivers electricity to more than 1.4 million customers and a typical tourist population of over 56 million annually throughout its nearly 46,000-mile service territory in the state of Nevada. The company also provides natural gas to more than 175,000 customers in the Reno-Sparks, Nevada, area.

Cannon joined the Berkshire Hathaway Energy family of business in 2011 working as an attorney for PacifiCorp Energy in Salt Lake City. At the end of 2013 with the closing of the NV Energy merger, Cannon joined the NV Energy team as senior vice president general counsel, corporate secretary and chief compliance officer and has served in various management roles with NV Energy.

Cannon earned a juris doctor from the University of Colorado School of Law and a master’s degree in environmental studies from the University of Colorado. He holds a bachelor’s degree in environmental geoscience from Weber State University.

Stacey Crowley

Stacey Crowley, Vice President, External Affairs

Stacey Crowley is the Vice President of External Affairs for the California Independent System Operator (CAISO). She is responsible for delivering the organization’s communications strategy, developing strategic partnerships and overseeing governmental relations at the state, regional and federal levels. She also manages coordination with the EIM Governing Body and its committees to facilitate quality engagement and dialogue with stakeholders on a variety of western energy issues.

Ms. Crowley’s strength in developing partnerships and fostering consensus grew in her previous role as the Director of the Nevada Governor’s Office of Energy and advisor to Nevada Governor Brian Sandoval. There, she helped define important energy opportunities in the state and worked to build enduring and effective regional partnerships. She implemented federal grant programs and economic incentive regulations for clean energy projects, served as Chair of the Western Interstate Energy Board and served on the board of the National Association of State Energy Officials.

She is also a former practicing architect who specialized in environmental sustainability and client engagement, and has a Bachelor of Science degree in Architecture from the University of Michigan and Masters of Architecture from the University of New Mexico. She currently serves on the Board of Directors for the Tahoe Fund, a non-profit dedicated to enhancing the extraordinary environment of the Lake Tahoe Basin.

Spencer Gray

Spencer Gray, Executive Director, Northwest and Intermountain Power Producers Coalition

Spencer Gray is responsible for leading NIPPC’s efforts to foster a more competitive and nimble electric power system that can satisfy the Northwest’s evolving policy objectives. 

Spencer worked in Washington, D.C., for a decade as a member of several congressional staffs. He served in senior capacities in the U.S. Senate, including as a legislative director and a member of the professional staff of the Senate Energy and Natural Resources Committee.

His areas of legislative and oversight responsibility have included electric power markets, the Bonneville Power Administration, hydroelectric licensing, pollution regulation, and a variety of public land matters. He has also provided analytical expertise to public-interest organizations and the financial sector, including within the institutional brokerage segment of FBR Capital Markets. He is a graduate of Yale University.

Therese Hampton

Therese Hampton, Executive Director, Public Generating Pool

Therese Hampton is Executive Director of the Public Generating Pool (PGP), which represents eleven consumer-owned utilities in Oregon and Washington. Prior to joining the PGP, Therese spent 13 years at the Bonneville Power Administration in roles as Vice President of Environment, Fish and Wildlife, Manager of Power and Operations Planning, and Manager of Transmission and Reserve Services. She also held the position of Managing Director of Hydro Regulatory Compliance with PacifiCorp and has provided consulting services to a broad range of industry clients.

Elliot Mainzer

Elliot Mainzer, President and CEO, California ISO

Elliot Mainzer is the President and Chief Executive Officer of the California Independent System Operator (ISO). He started in his new role at the ISO on September 30, 2020 following a successful 18-year career at the Bonneville Power Administration (BPA) where he was at the forefront of transformational changes in the western electricity market.

Mr. Mainzer is committed to using leading-edge policies and new technologies to accelerate California’s drive towards the reliable decarbonization of its electric power grid. While serving as BPA’s administrator and CEO from 2013-2020, Mr. Mainzer effectively navigated the agency through a period of tremendous industry change and economic headwinds by improving the agency’s long-term cost competitiveness and financial resiliency, modernizing assets and system operations, and positioning BPA as a more responsive and agile business partner.

A native of San Francisco, Mr. Mainzer has an undergraduate degree in geography from U.C. Berkeley, and master’s degrees in Business Administration and Environmental Studies from Yale University.

Alan Meck

Alan Meck, Senior Market Policy Advisor, San Diego Gas and Electric

Alan Meck is the Senior Market Policy Advisor at San Diego Gas and Electric. He manages the company’s California (CAISO) policy positions on topics such as CAISO market design, transmission/congestion, grid reliability, etc. He is also involved in some proceedings before the CPUC.

Alan began his career in the energy industry at the CPUC in 2013, focusing on CAISO market design. He joined SDG&E in 2015, working on the Electric Rates team. He then moved to the Demand Response team as the manager of the Base Interruptible Program (BIP) where he overhauled the BIP tariff. In 2020 he returned to the world of CAISO market design on the Electric and Fuel Procurement team.

Alan is a licensed member of the California State Bar. He holds two bachelor’s degrees in Political Science and Philosophy from the University of California, San Diego. He attended law school at the University of San Diego School of Law. He was admitted to the bar in 2012.

Anna McKenna

Anna McKenna, VP, Market Performance and Policy, California ISO

Anna Alfano McKenna is the Vice President, Market Policy and Performance. Prior to becoming the VP, Anna was an Assistant General Counsel – Regulatory. Since joining the ISO in May 2005, she has advised and counseled the corporation on a variety of regulatory matters and issues related to the development of market and operational enhancements, expansion of regional markets, tariff amendments, implementation and compliance matters, compliance with rule makings, resource adequacy, market monitoring and manipulation issues, transmission issues, and day-to-day operations in a FERC-regulated environment. Anna served as Chair of the Regulatory and Legal Counsel for the Inter-ISO/RTO Counsel in 2014-2016. 

Before joining the ISO, Anna was an associate at the law firm of Troutman Sanders LLP, in Washington D.C. Anna earned her J.D. from American University in 1999, is certified to practice law in the District of Columbia, Virginia, and Maryland, and is registered as in-house counsel with the State Bar of California. Anna obtained a Master in Economics from McGill University (Montreal, Canada) in 1992, and a Bachelor of Arts, double major in Industrial Relations and Economics from McGill University in 1989.

Jeffrey Nelson

Jeffrey Nelson, Director, FERC Rates and Market Integration, Southern California Edison

Jeffrey Nelson is the Director of FERC Rates and Market Integration at Southern California Edison. The organization focuses on FERC and CPUC market related activities, including FERC transmission ratemaking, CAISO market design issues, competitive transmission, energy procurement, grid reliability, environmental markets and issues impacting the integration of transmission, distribution and load participation in electricity markets.

Jeffrey played a key role for SCE’s engagement in the design and implementation of the current CAISO market and has been an active stakeholder on issues concerning regional market expansion including the CAISO Energy Imbalance Market (EIM), discussions related to an extended day-ahead market (EDAM), as well as various efforts related to renewable and storage integration. He has served as an expert witness in various CPUC and FERC proceedings related to the deregulated energy markets and FERC transmission rate cases. He is currently engaged in enhancements to California’s Resource Adequacy program, as well as the development of tariffs related to the interconnection of storage on the distribution system for participation in the CAISO’s wholesale markets.

Jeffrey has bachelor’s degree in electrical engineering from the University of California, Los Angeles as well as an MBA from the Anderson school at UCLA.

Bobby Olson

Bobby Olsen, Director, Supply and Trading, Salt River Project

Bobby Olsen has worked for SRP for the last 16 years, where he has worked in various roles and held responsibilities across different functional areas at SRP including generation, major projects, engineering planning, and marketing. Since 2016, Bobby has served as SRP’s Director of Supply and Trading and Fuels where he is responsible for the financial and physical supply of energy and commodities across a diverse portfolio of resources (coal, nuclear fuel, natural gas, hydro, and renewable energy) to meet the needs of the third largest public power utility in the country. He holds a Bachelor of Science in Mechanical Engineering from Northern Arizona University.

Kevin Payne

Kevin Payne, President and CEO, Southern CA Edison

Kevin Payne is president and chief executive officer of Southern California Edison, one of the nation's largest investor-owned electric utilities, delivering power to approximately 15 million people across Central, Coastal and Southern California.

In over 30 years with SCE, Kevin has touched virtually every aspect of SCE’s operations. Some of his leadership positions include vice president of Engineering and Technical Services, responsible for overseeing the planning, engineering and design of SCE’s transmission and distribution systems; and vice president of Enterprise Resource Planning, where he led an implementation of SAP-integrated systems and streamlined the company's business operations. Prior to his current role, he served as senior vice president of Customer Service.

Kevin is a member of the Electric Innovation Management Committee of the Edison Electric Institute, and locally, the Southern California Leadership Council and the Los Angeles Sustainability Leadership Council. He is also a registered professional engineer and has a degree in mechanical engineering from the University of California, Berkeley.

Patricia Poppe

Patricia K. Poppe, CEO, Pacific Gas and Electric Corporation

Patricia K. Poppe is the Chief Executive Officer of San Francisco-based PG&E Corporation.

Poppe joined PG&E in January 2021 after five years as President and CEO of CMS Energy and its principal subsidiary, Consumers Energy, where she focused on connecting the utility more closely with its customers and adapting lean operating system principles throughout the business. In her decade-long career with the Michigan company, she also served as Senior Vice President of Distribution Operations, Engineering and Transmission; Vice President of Customer Experience, Rates and Regulation; and Vice President of Customer Operations.

Previously, Poppe served as a Power Plant Director at DTE Energy. Prior to joining DTE Energy, Poppe held a variety of plant management positions in the automotive industry.

Poppe serves on the executive committees for the Edison Electric Institute and the American Gas Association. She is also a member of the Whirlpool Corporation Board of Directors.

Poppe earned a master’s degree in management from the Stanford University Graduate School of Business and received a bachelor’s degree and master’s degree in industrial engineering from Purdue University.

Scott Ranzal

Scott Ranzal, Director Portfolio Management, Pacific Gas and Electric Corporation

Scott Ranzal is the Director, Portfolio Management at Pacific Gas and Electric Company. In his role, he oversees management of the wholesale power portfolio for PG&E, one of the largest combined natural gas and electric energy companies in the United States.

Scott joined PG&E in 2007 and has held various roles in the Energy Policy and Procurement and Finance organizations. Scott holds a master’s degree in finance from San Jose State University and a bachelor’s degree in communication from University of Colorado.

Cliff Rechtschaffen

Cliff Rechtschaffen, Commissioner, California Public Utilities Commission

Cliff Rechtschaffen was appointed to the California Public Utilities Commission by Governor Jerry Brown in January 2017. At the CPUC his key areas of interest include decarbonization, environmental justice, enforcement, and improving the accessibility of Commission proceedings. Commissioner Rechtschaffen is lead Commissioner on the integrated resource management, building electrification, transportation electrification, Renewables Portfolio Standard, biomethane and renewable gas, supplier diversity, and several risk assessment and safety proceedings. Prior to joining the CPUC, Commissioner Rechtschaffen served as a senior advisor to Governor Brown from 2011 to 2017, where he worked on climate, energy, and environmental issues, and as special assistant attorney general in the California Attorney General’s Office from 2007 to 2010. From 1993 to 2007, he taught environmental law and directed the environmental law program at Golden Gate University School of Law.

Adam Richins, SVP and COO, Idaho Power

Adam J. Richins was named Senior Vice President and Chief Operating Officer of Idaho Power in October 2019. Prior to that, Richins served as Vice President of Customer Operations and Business Development. In this role, he oversaw teams dedicated to customer satisfaction and supporting the company’s brand. Since joining Idaho Power in 2011, Richins previously held the positions of General Manager of Customer Operations Engineering and Construction and Senior Counsel.

Before joining Idaho Power, Richins worked as an engineer and project manager on large construction projects and as an attorney at Stoel Rives, where he litigated complex business disputes and negotiated multi-million-dollar commercial transactions. Richins also clerked for the Ninth Circuit Court of Appeals (Honorable Stephen S. Trott) and worked as an engineer on large construction projects, including airports and schools.

Richins holds two Bachelor of Science degrees, one in mathematics from the University of Puget Sound and a second in civil engineering from Columbia University, where he graduated Magna Cum Laude. He earned his law degree from the University of Washington with high honors. Richins graduated from Harvard Business School’s Advanced Management Program in 2016.

Mark Rothleder

Mark Rothleder, Senior Vice President and COO, California ISO

Mark Rothleder is the Senior Vice President and Chief Operating Officer at the California Independent System Operator, leading a cross-functional team including policy, planning, operations and technology. Before being named to his current position, he served as the Vice President of Market Policy and Performance.

In spring 2009, Mr. Rothleder led the design and implementation of market rules and software modifications for the ISO’s Market Redesign and Technology Upgrade (MRTU). During his 23-year career at the ISO, Mr. Rothleder has worked extensively to develop and incorporate the approved market rules for California’s competitive wholesale energy and reserves markets.

Mr. Rothleder is a registered Professional Electrical Engineer in the state of California and holds a B.S. degree in Electrical Engineering from the California State University, Sacramento. He has taken post-graduate coursework in Power System Engineering from Santa Clara University and earned an M.S. in Information Systems from the University of Phoenix.

David Rubin

David Rubin, Federal Energy Policy Director, NV Energy

David Rubin is the Federal Energy Policy Director at NV Energy. Before joining NV Energy in July 2017, David worked in private practice for more than 30 years representing a variety of clients in proceedings before the Federal Energy Regulatory Commission. From 1998 through 2009, David served as an outside counsel for the California Independent System Operator. He then worked on a number of issues for clients participating in the Midcontinent Independent System Operator, including the resource adequacy program, transmission planning and development rights, and transmission cost allocation. He then worked with PacifiCorp and NV Energy in developing their tariff changes to facilitate participation in the Western Energy Imbalance Market.

Joanne Serina

Joanne Serina, Vice President, Stakeholder Engagement and Customer Experience

Joanne Serina is the Vice President of Stakeholder Engagement and Customer Experience for the California Independent System Operator (ISO). She oversees all aspects of customer service, customer onboarding, readiness and training. She also facilitates quality engagement with stakeholders on market design and policy development.

Ms. Serina has served as Executive Director of Customer Service and Stakeholder Affairs since 2015 and previously held various senior leadership roles since joining the ISO in 2006 including positions within the Operations Division responsible for System Operations training and certification and as a Sr. Program Manager during the implementation of the California ISO Market.

Prior to her career in the energy industry, Joanne spent 12 years in the Information Technology sector developing innovative business solutions for Intel Corporation and managed product development for Pandesic LLC, an Intel subsidiary, delivering e-commerce solutions.

Joanne holds a bachelor’s degree from the Anderson School of Management, University of New Mexico and obtained her NERC certification in 2011.

Debra Smith

Debra Smith, CEO and General Manager, Seattle City Light

Debra Smith is the General Manager and CEO of Seattle City Light, one of the nation’s largest community-owned electric utilities. City Light serves more than 480,000 meters and 955,000 people across Seattle and parts of eight adjacent franchise cities, and unincorporated King County.

Debra believes strongly in the value of teamwork, partnerships, and collaboration. As a long-term public employee, she prioritizes customer needs while acknowledging that great customer service starts with engaged and committed employees. Under her leadership, City Light is focused on electrification, equity and creating customer value.

Previously, Debra served as Central Lincoln PUD’s General Manager from July 2013 to October 2018. She brought 17 years of experience to that role from the Eugene Water and Electric Board, where she held a variety of positions, including Assistant General Manager.

Debra earned a Bachelor of Science in Finance from Arizona State University and is a Senior Fellow with the American Leadership Forum of Oregon. She served as the first Chairwoman of the Public Power Council and is currently the Vice Chair of Long-Range Planning. Debra also currently serves on the board of the Pacific Northwest Utilities Conference Committee, the American Public Power’s Association’s Climate Change Task Force, the Large Public Power Council’s Steering Committee, Puget Sound Energy’s Beyond Net Zero Advisory Committee, and the Columbia Basin Collaborative.

Debra and her husband Dale have raised three sons and two daughters. They love city life and look forward to being part of downtown Seattle’s post-pandemic recovery. They also have a home in Eugene, Oregon and enjoy travel, time with friends and family and hanging out with their five-year old grandson Oliver.

Kevin Smith

Kevin Smith, Attorney, Braun Blaising Smith Wynne, Balancing Authority of Northern California

Kevin brings over 20 years of experience in providing high-level counsel to public agency clients contending with California's ever-changing energy markets. His primary areas of expertise include strategic legal and regulatory policy development and advocacy, power purchase and transmission agreements and negotiations, project agreements, balancing authority operations and operating agreements, as well as advising on matters of joint powers agency formation and operation, regulatory compliance and market design.

Kevin currently counsels public agency clients on matters related Open Access Transmission Tariff administration, NERC/WECC reliability standards compliance, resource planning and contracts, transmission development, and reserve sharing. He is actively engaged in efforts related to CAISO markets, including the Western Energy Imbalance Market, Extended Day Ahead Market and other regional market matters. Kevin also regularly participates on behalf of his clients in proceedings before the Federal Energy Regulatory Commission and the California Public Utilities Commission. 

Prior to joining BBSW, Kevin served in a variety of legal and regulatory roles with the California Manufacturers and Technology Association, the Northern California Power Agency, and SMUD. He also served as a senior consultant and legal counsel in the California State Senate, including during the time of energy industry restructuring.

Kevin received his Bachelor of Science degree in Geology from San Jose State University in 1986 and Master's degree in Public Policy and Juris Doctor degrees from Regent University in Virginia in 1994. Kevin is a member of the California State Bar.

Letha Tawney

Letha Tawney, Commissioner, Oregon Public Utilities Commission

Letha Tawney was appointed to the Oregon Public Utility Commission by Governor Kate Brown in June 2018. Commissioner Tawney serves on the Energy Trust of Oregon Board of Directors, and as Chair of the Energy Imbalance Market Board of State Regulators (EIM-BOSR), engaging closely on Western electricity market development in several forums.

Prior to her appointment, Commissioner Tawney was an expert on electric utility business models, state regulation, clean energy development, and large customer buying strategies for World Resources Institute (WRI). Commissioner Tawney has a deep understanding of the constraints and interests driving both utilities and their customers as technology creates large-scale change in the sector.

Rebecca Wagner

Rebecca Wagner, Consultant, Former Commissioner, Public Utilities Commission of Nevada

Rebecca Wagner is a Nevada-based independent consultant with more than 20 years of experience in the energy industry. Ms. Wagner provides strategic guidance and analysis on clean energy and climate policy and the development of western electricity markets. Prior to founding Wagner Strategies, Ms. Wagner served for nearly a decade on the Public Utilities Commission of Nevada where she focused on integrated resource planning, renewable energy deployment, transmission development, and the evolution of the Western EIM. Ms. Wagner served as the Chair of the EIM Transitional Committee and as a member of the EIM Governance Review Committee.

Mike Wilding

Mike Wilding, Vice President, Energy Supply Management, PacifiCorp

Michael Wilding is the vice president of Energy Supply Management at PacifiCorp. In his seven plus years at PacifiCorp he has held multiple leadership rolls, including director of Net Power Costs and Regulatory Strategy just prior to becoming vice president in February 2021. During his tenure at PAC he has worked on various regulatory projects including general rate cases, the multi-state process and net power cost filings.

Mr. Wilding obtained his Master of Accounting from Weber State University and a Bachelor of Science degree in accounting from Utah State University. He is a certified public account.

Hayley Williamson

Hayley Williamson, Chair, Public Utilities Commission of Nevada

Hayley Williamson was appointed Chair of the Public Utilities Commission of Nevada by Governor Steve Sisolak effective January 1, 2020.

Governor Sisolak appointed Chair Williamson as a PUCN Commissioner on April 29, 2019. As a Commissioner, she has been responsible for developing rules for many important pieces of legislation from the 2019 Legislative session, including rules to implement Nevada’s new Renewable Portfolio Standard. Chair Williamson has worked at the PUCN since 2013 and has more than a decade of public utility law experience. Before her appointment to the Commission, Chair Williamson served as senior assistant general counsel and acting general counsel.

During her time with the PUCN, Chair Williamson successfully represented the agency in the Nevada Supreme Court and at the Federal Energy Regulatory Commission. Chair Williamson also was instrumental in drafting the PUCN’s comments on the Clean Energy Plan. Prior to working at the PUCN, Chair Williamson taught environmental law and environmental science at the University of Wisconsin and at Sierra Nevada College.

Chair Williamson graduated magna cum laude from the University of Wisconsin - Stevens Point, where she earned her bachelor’s degree; and magna cum laude from Vermont Law School, where she earned her Juris Doctorate. At Vermont Law School, Chair Williamson was an editor of the Vermont Law Review. She also holds a Master of Philosophy degree from the University of Cambridge, where she wrote her master’s thesis on renewable energy and land use issues on the West Coast.

Chair Williamson was born and raised in Madison, Wisconsin, and lives in Stateline, Nevada, with her family.
