Temporary shutdown of resource operations

A resource owner under the tariff is not allowed to take a resource out of service for an extended period of time when the owner believes the economic conditions cannot support the continued operation of the resource. This initiative was originally named Economic and Maintenance Outages in the 2017 Stakeholder Catalog and later changed to Temporary Suspension of Resource Operations. The ISO is now using the term "shutdown" rather than "suspension" as suspension is already a defined term in the ISO tariff. This initiative will explore tariff changes to allow resources to temporarily shut down operation of the resource.

 

Outcome

Initiative is closed.  On October 17, 2017 the California ISO issued a market notice stating that, based on prior comments including the final set of stakeholder comments received on the September 6, 2017 draft final proposal, the ISO has determined that stakeholder support for the Temporary Shutdown of Resource Operations initiative was not achievable given the intractable differences in stakeholder positions. The ISO does not believe that more time and debate is likely to produce a different outcome; therefore, the ISO is closing the initiative.

 

Notice of decisional classification

This notice provides the ISO Board of Governors Chair and the EIM Governing Body Chair with Management's proposed decisional classification for a policy initiative, e.g., whether the initiative falls within the primary authority of the EIM Governing Body or its advisory role.
