Congestion revenue rights auction efficiency

This initiative has two phases: (1) the analysis phase, in which the ISO will analyze the differences between auction prices and payouts in the Congestion Revenue Rights (CRR) market, and (2) the policy development phase, in which the ISO will consider potential policy changes.
