Energy self-schedule requirements for self-provision of regulation

The ISO is proposing tariff modifications to require that self-provided regulation submissions are accompanied with an energy self-schedule to support the self-provision. The need for this change was identified following an assessment that market performance efficiency was inhibited by customers submitting economic energy bids related to submissions to self-provide regulation.
