Reliability services

This initiative’s purpose is to create an efficient and durable market mechanism for backstop capacity procurement, develop necessary conforming changes to resource adequacy processes, and enhancing rules specific to Resource Adequacy resources. During Phase 2, the ISO will finalize replacement and substitution rules for flexible and local capacity resources, as well as clarify processes and timelines for ISO default resources adequacy rules and effective flexible capacity calculations.


Outcome

The Reliability Services Initiative 2017 phases 1B and 2 were deployed into production on May 1, 2018. The ISO modified the Resource Adequacy (RA) showings and supply plan templates that enable entities to clearly designate and distinguish the capacity being used to meet local and system capacity requirements. RA showing requirements for small load serving entities were changed to bring treatment of calculated flexible and local RA requirements of less than one MW into alignment with how system requirements of less than one MW are currently treated. In addition, the ISO clarified the process by which a resource may change its effective flexible capacity (EFC) through the course of the RA year. And last, the ISO began tracking RA showings through a reporting tool in its RA business application and implemented a communication process to ensure that all LSEs, regardless of size, are notified when they have not submitted a timely RA showing.
