Methods of dispute submittal

 

Online submission of settlement disputes via CIDI system

Scheduling coordinators submit a settlement dispute to the California ISO using the online settlement dispute form in the web-based Customer Inquiry, Dispute and Information (CIDI) system and track their settlement disputes online. For information on how to use CIDI, please refer to the:

Scheduling coordinators need an ISO-issued digital certificate to access the CIDI system. If you do not have one, please submit the:

Manual submission of settlement disputes

When scheduling coordinators are unable to access the online CIDI system to submit settlement disputes to the California ISO, they can complete the Settlement Dispute Form (see below) and submit it via email to isodispute@caiso.com. The ISO will manually enter the information into the system for scheduling coordinators to track online. Please note that the only time the ISO will accept a dispute via manual submission is if the scheduling coordinator is unable to submit disputes via CIDI due to a) not yet having access to CIDI, or b) CIDI being unavailable as the result of system issues.

Online submission of recurring disputes and placeholder dispute requests

The California ISO Tariff section 11.29.8.4.7 allows a scheduling coordinator to file a placeholder dispute when a dispute issue will regularly recur on future settlement statements. Placeholder disputes are valid for a limited and specified period of time. Please refer to the Business Practice Manual for Settlements and Billing section 5.4 for more detailed information about these disputes.

Scheduling coordinators may submit a placeholder dispute if one of the following conditions has been met, proving that a placeholder is warranted:

  • By disputing the issue for seven consecutive trade dates
  • By disputing the issue more than 10 times in 30 calendar days
  • By identifying that an issue has occurred 10 times over the past 30 calendar days. If this method is used, please note that the placeholder will not cover listed trade dates that were not disputed on time. However, this method allows the scheduling coordinator to submit the placeholder as soon as possible without having to wait until one of the first two options is completed.

Scheduling coordinators submit placeholder dispute requests via the CIDI system, identifying disputes as placeholder disputes by checking the Placeholder Request box.
