FERC Approved ISO Request to Distribute Penalty Proceeds and Nonrefundable Interconnection Funds

MESSAGE

On March 6, 2020, the Federal Energy Regulatory Commission (FERC) approved the California ISO’s Oct. 23, 2019, filing to distribute the proceeds of the Rules of Conduct penalties collected during 2018, as well as nonrefundable study deposits from parts of 2017 and 2018 for projects interconnecting to Southern California Edison Co.’s distribution system. Eligible scheduling coordinators will receive their distribution of the 2018 Rules of Conduct penalties, the January 2017 through June 2017 forfeited study deposits, and the July 2018 through December 2018 forfeited study deposits on the T+12B Settlement Statement for trade date April 14, 2020 via charge code 1592 for Rules of Conduct penalties, and charge code 8526 for interconnection study deposits.

 

Scheduling coordinators that were not assessed a financial penalty under section 37 for 2018 will receive a distribution pro rata based on how much grid management charge they paid. The interconnection study deposits will be distributed pro rata based on grid management charge paid during the relevant time period without regard to whether a scheduling coordinator was assessed a penalty under section 37 for the year. 

 

As addressed in the ISO’s Oct. 23, 2019 filing, the ISO also needs to correct the distributions it already made for the forfeited study deposits from the January 2018 through June 2018 period. The ISO will make those corrections via an adjustment on the T+18M Settlement Statement for trade date March 25, 2019, which is scheduled to publish on Sept. 28, 2020.
