Generator Interconnection Reactive Capability Evaluation White Paper and Cluster 12 Application Window

MESSAGE

The California ISO has published to its website the Evaluation of Generator Reactive Capability white paper, available at http://www.caiso.com/Documents/EvaluateGeneratorReactiveCapability-WhitePaper.pdf. The paper focuses on methodology to evaluate reactive capability of asynchronous generators seeking to interconnect to the ISO controlled grid. The white paper was developed by the ISO in coordination with participating transmission owners (PTOs) to ensure a consistent methodology is applied to evaluate a generator’s reactive capability in the generator interconnection studies.

 

As a reminder, the ISO will open the Cluster 12 Application Window for Generation Interconnection Request Applications from April 1, 2019 - April 15, 2019.

 

In addition, it is of critical importance that interconnection customers review the following new tariff revisions, available at http://www.caiso.com/Documents/DraftFinalClusterWindowTariffRevisions-InterconnectionProcessEnhancements2018.docx, relevant to initiating an IR:

  • New minimum IR tariff requirements described in Tariff Section 3.5.1 Initiating an Interconnection Request
  • Revisions to the IR validation processes described in Tariff Section 3.5.2 Validation of Interconnection Request

The Interconnection Request application forms and samples have been posted to the ISO website at http://www.caiso.com/planning/Pages/GeneratorInterconnection/InterconnectionRequest/Default.aspx.

 

The current tariff applicable to the Generator Interconnection Process is Tariff Appendix DD, available at http://www.caiso.com/Documents/AppendixDD-GeneratorInterconnection-DeliverabiltyAllocationProcess-asof-Nov27-2018.pdf.

 

Customers submitting interconnection requests for proposed energy storage facilities who desire firm charging service to reduce the risk of curtailments during charging must contact their interconnecting PTO to request separate firm load interconnection studies. The ISO will request additional operational information/characteristics prior to scoping meetings for these types of projects. Storage project customers will submit the same interconnection request identified above. Please include any applicable additional information related to the project with the Interconnection Request submittal.
