August 2023 Month Ahead Capacity Procurement Mechanism Designation
MESSAGE

The California ISO issued capacity procurement mechanism (CPM) designations to the two resources identified below. Multiple scheduling coordinators failed to show sufficient resource adequacy capacity on August 2023 monthly Resource Adequacy Plans, which caused an overall net deficiency of 186.06 MW in meeting the total monthly demand and reserve margin requirements. The ISO issued the CPM designations under tariff section 43A.2.3 to address the deficiency.

 

The designations are effective for a one-month term running from August 1 through August 31, subject to the adjustment and payment provisions in the CPM tariff provisions. The resources listed below offered capacity to the ISO to use under CPM, and that capacity was not procured previously as resource adequacy capacity. The ISO procured total capacity of 130.35 MW from the two designations.

The ISO will provide a designation report in accordance with tariff section 43A.6.2. The report will be available on the ISO website, under the capacity procurement mechanism heading.

 

The capacity secured from these two designations is not sufficient to cure the deficiency fully. The ISO therefore solicits any available capacity that wishes to be considered for a CPM designation under tariff section 43A.2.3 for the month of August 2023. Scheduling coordinators with available capacity not offered into the monthly CPM competitive solicitation process (CSP) for August 2023 should contact the ISO immediately if they are willing to accept a one-month CPM designation for the entire month of August 2023. Subject to the adjustment and payment provisions in the CPM tariff provisions, capacity so designated will be compensated at the CPM soft offer cap or a higher resource-specific rate approved by the Federal Energy Regulatory Commission (FERC) under tariff section 43A.4.1.1.1. Parties with available capacity should contact the ISO by submitting a Customer Inquiry, Dispute and Information (CIDI) ticket.

 

The CIDI ticket should include the following information and titled as “August CPM Availability”:

  • Resource ID(s)
  • MW amount available and eligible for CPM
  • If the scheduling coordinator intends to seek compensation above the soft offer cap through a cost showing approved by the Federal Energy Regulatory Commission
