Flexible Ramping Product Revised Draft Final Proposal Posted - Includes PIR Decremental Bidding
The California ISO has posted a revised draft final proposal on the Flexible Ramping Product initiative and has scheduled a stakeholder meeting on August 16, 2012. Please RSVP by August 14 and submit comments on the paper by August 23. The ISO has integrated the Decremental Bidding for Participating Intermittent Resources stakeholder initiative, previously planned to commence in Q4 2012, into the Flexible Ramping Product initiative.
The ISO has posted a revised draft final proposal on the Flexible Ramping Product initiative to its website at http://www.caiso.com/Documents/RevisedDraftFinalProposal-FlexibleRampingProduct.pdf and has scheduled a meeting on August 16, 2012 to discuss the proposal. The revised draft final proposal describes how the product will allow the ISO to procure operational needs via economic bids from suppliers and reflects stakeholder comments from the technical workshop and draft final proposal.
In addition, the draft final proposal includes a proposal for decremental bidding for participating intermittent resources (PIRs) as the ISO has stated throughout the Flexible Ramping Product initiative that variable energy resources can be suppliers of the flexible ramping product in the downward direction. The ISO believes it is appropriate to address this decremental bidding within the Flexible Ramping Product initiative because resources providing flexible ramping down must have an energy bid. The decremental bidding initiative was previously expected to start in Q4 2012 as a separate stakeholder process.
The ISO will post a presentation and agenda by close of business August 14 on its website at http://www.caiso.com/informed/Pages/StakeholderProcesses/FlexibleRampingProduct.aspx.
