Metering Rules Enhancements Revised Draft Final Proposal and Attachments Posted, Web Conference 11/10/16

 

 

Summary

The California ISO has posted a revised draft final proposal accompanied by attachments for the Metering Rules Enhancements initiative.  A stakeholder web conference is scheduled for November 10, 2016 to discuss the proposal.  Please submit comments by November 17.

The ISO scheduled a Metering Rules Enhancements initiative stakeholder web conference on November 10, 2016 to discuss the revised draft final proposal available on the ISO website at http://www.caiso.com/Documents/RevisedDraftFinalProposal-MeteringRulesEnhancements.pdf.

 

Accompanying the proposal is a Settlement Quality Meter Data Plan as Attachment A available at http://www.caiso.com/Documents/AttachmentA-DraftSettlementQualityMeterDataPlan-MeteringRulesEnhancements-RevisedDraftFinalProposal.pdf and a Settlement Quality Meter Data Resource Template as Attachment B at http://www.caiso.com/Documents/AttachmentB-DraftSettlementQualityMeterDataResourceTemplate-MeteringRulesEnhancements-RevisedDraftFinalProposal.pdf.

 

The proposal will provide additional metering flexibility to market participants and reduce costs to participate in ISO markets by primarily providing expanded scheduling coordinator metered entity (SCME) optionality to certain market resources that otherwise must be ISO metered entities (ISOME) today.  This expanded SCME optionality will enable market participants to forego certain costs associated with ISOME status.  Under the proposal, existing metered entities (regardless of type) will have the option to retain current metering requirements and maintain their status quo.

Overall, the proposal provides benefits to future resources that develop in the current ISO balancing authority area, existing resources in other balancing authority areas that integrate into the ISO balancing authority area, and energy imbalance market participating generators.

 

Please submit comments on the revised draft final proposal to initiativecomments@caiso.com by close of business November 17.  A comments template will be posted after the call on the initiative web page at http://www.caiso.com/informed/Pages/StakeholderProcesses/MeteringRulesEnhancements.aspx. A presentation and agenda will also be available there by close of business November 8.
