New Initiative: Regional Integration California Greenhouse Gas Compliance Paper Posted, Call 9/6/16




The California ISO is launching a new stakeholder initiative called Regional Integration California Greenhouse Gas Compliance.  An issue paper has been published and a stakeholder call to review the paper is scheduled for September 6, 2016.  Please submit comments by September 20.

The ISO is launching a new stakeholder initiative called Regional Integration California Greenhouse Gas Compliance.  A stakeholder call is scheduled for September 6, 2016 to review the issue paper, which is available on the ISO website at


In compliance with the California Cap-and-Trade program, supply resources that serve California load incur a compliance obligation.  This initiative will determine how greenhouse gas (GHG) costs for supply resources outside of California will be treated in the ISO’s integrated forward market covering expanded multi-state balancing authority area.  A similar issue was addressed when the ISO offered its real-time market to other balancing authorities in the West.  The current energy imbalance market methodology enables supply resources outside of the current ISO balancing authority area to submit a separate GHG bid in their offers to supply ISO load in the real-time market.


Please submit comments on the issue paper to by close of business September 20.
