Regional Integration and EIM Greenhouse Gas Compliance Proposal and Illustrative Model Posted

 

 

Summary

The California ISO has published the straw proposal for the Regional Integration and EIM Greenhouse Gas Compliance initiative and an accompanying illustrative spreadsheet model for discussion at the December 1, 2016 stakeholder meeting. Please submit comments on the straw proposal by December 15. This initiative was formerly called Regional Integration California Greenhouse Gas Compliance.

 

 

Main Text

The ISO has published the straw proposal for the Regional Integration and EIM Greenhouse Gas (GHG) Compliance initiative, which is available on the ISO website at http://www.caiso.com/Documents/StrawProposal-RegionalIntegration-EIMGreenhouseGasCompliance.pdf. The straw proposal will be discussed during the stakeholder meeting scheduled for December 1, 2016.

 

The proposal outlines options to account for compliance obligations with California GHG regulations for supply resources located outside of California in an expanded balancing authority area and for resource scheduling coordinators participating in the Energy Imbalance Market (EIM).  The EIM design enhancements include changes that also address items discussed in the issue paper for the Regional Integration California Greenhouse Gas Compliance initiative, which is the reason they are being discussed together. This initiative has been renamed to Regional Integration and EIM Greenhouse Gas Compliance to adequately reflect the inclusion of the EIM component.

 

In conjunction with the straw proposal, the ISO posted an illustrative spreadsheet model that includes various scenarios of the current GHG design compared to the two pass design outlined in the proposal.  The model is available at http://www.caiso.com/Documents/IllustrativeModel-CurrentGreenhouseGasDesignComparedtoProposedTwoPassOption.xlsx. A description of what is illustrated in the scenarios is provided in the first tab of the spreadsheet.

 

Please submit comments on the straw proposal to initiativecomments@caiso.com by close of business December 15.
