The ISO has published the straw proposal for the Regional Resource Adequacy initiative, which is available on the ISO website at http://www.caiso.com/Documents/StrawProposal-RegionalResourceAdequacy.pdf.
The straw proposal describes six items that the ISO intends to modify or add to the tariff so that the ISO's resource adequacy provisions work for a multi-state ISO. The straw proposal lays out a high-level framework for discussion. The ISO is seeking stakeholder input on the proposed framework. A stakeholder meeting to review the straw proposal is scheduled on March 2, 2016 at the California ISO in Folsom.
