The ISO will hold a public stakeholder call on November 27 to discuss the tariff clarification language for demand settlement at load aggregation points.
The clarification enables the ISO to apply the same methodology for determining the price at all load aggregation points as it does for default load aggregation points today. In 2013, the ISO developed and implemented new functionality that enabled the ISO to determine the price at aggregation points based on the effectiveness of the aggregated nodes in relieving congestion, rather than the average effectiveness of the individual nodes of the aggregated location. The ISO only applied this functionality to the default load aggregation points and trading hubs because at that time it had observed issues with the weighted pricing methodology only at those aggregate locations.
The ISO has since observed that in some intervals, the weighted average price at other aggregate locations may be inaccurate because of missing pricing or load information at the constituent pricing nodes. The ISO has been conducting price corrections to rectify this issue. The ISO proposes to apply the same methodology to all aggregation pricing points to avoid the same issues. This is consistent with the Board of Governors Nov. 1, 2012, approval of the ISO's proposal to adopt market functionality enhancements that improves price and dispatch consistency in the ISO market, which is available on the ISO website at http://www.caiso.com/Documents/DecisionEnhancementsImprovePriceConsistency-Memo-Nov2012.pdf.
For purposes of pricing at custom load aggregation points, this will require a tariff modification, which the ISO intends to file Nov. 30, 2018.
A tariff language will be available prior to the meeting on the initiative web page at http://www.caiso.com/informed/Pages/StakeholderProcesses/TariffClarificationsFiling.aspx.
