Market Rules and Market Design
The ISO has published the straw proposal and an impact assessment tool for the TAC Options initiative on its website. The straw proposal describes how the ISO proposes to revise its TAC structure to integrate new participating transmission owners into its balancing authority area. The proposal is available at http://www.caiso.com/Documents/StrawProposal-TransmissionAccessChargeOptions.pdf.
The impact assessment tool is a spreadsheet model that enables users to estimate impacts on TAC rates that would result from integrating hypothetical additional new participating transmission owners and new regional transmission projects. The ISO has also posted a user guide to accompany the impact assessment tool. The tool is available at http://www.caiso.com/Documents/ImpactAssessmentTool-TransmissionAccessChargeOptions.xlsx and the guide at http://www.caiso.com/Documents/ImpactAssessmentTool-UserGuide_TransmissionAccessChargeOptions.pdf.
The ISO will post a template for providing written comments on the straw proposal in the near future on the initiative webpage at http://www.caiso.com/informed/Pages/StakeholderProcesses/TransmissionAccessChargeOptions.aspx. Please submit comments to email@example.com by close of business March 10.
