The California ISO has posted updated values for the preliminary 2020 Resource Adequacy NQC and EFC data on its website at http://www.caiso.com/planning/Pages/ReliabilityRequirements/Default.aspx.
Comments and suggestions related to the NQC values must be submitted by close of business Sept. 9, 2019, through the Customer Interface Resource Adequacy Resources CIRA system and suggestions for units to be added to the “Other tab” must be submitted through CIDI with the following subject line “2020 NQC Other tab”. NOTE: The earlier NQC list published on Aug. 22, 2019, included incorrect NQC values for some of the dispatchable resources; therefore, the ISO has posted an updated list with the corrected values.
Consequently, the draft EFC list has been updated to account for this change. Comments and suggestions related to the EFC values must be submitted by Sept. 1, 2019 through CIDI with the following subject line “2020 EFC questions”.
If no modifications are requested for EFC by Sept. 1, 2019 and NQC by Sept. 9, 2019 the ISO will use the posted values for the RA compliance year 2020.
Scheduling coordinators that have any potential concerns regarding the published draft EFC values for the resources they represent are encouraged to submit those initial concerns and documentation by close of business Sept. 1, 2019, to the ISO through CIDI. Scheduling coordinators submitting concerns by that point will be permitted to withdraw their challenge at a later point and additionally may be requested by the ISO to provide supplemental documentation prior to the ISO publishing the final list of Effective Flexible Capacity.
Scheduling coordinators may submit comments to the California Public Utilities Commission (CPUC) at RAFiling@cpuc.ca.gov.
