The California ISO has received an application from TransWest Express Transmission Project to become a Participating Transmission Owner (PTO), with the intent to incorporate a high-voltage direct current line and a 500-kilovolt alternating current line into the ISO’s balancing authority area. The lines could potentially bring Wyoming wind resources to California.
In consideration of the application for this transmission project, the ISO will propose to implement a new subscriber PTO model, giving the ISO operational control of the transmission lines without increasing the transmission access charge.
A public stakeholder call is scheduled on Aug. 1, 2022, to present the details of the application and subscriber PTO model. The presentation will be available prior to the call on the Miscellaneous stakeholder meetings webpage. Written comments on the presentation and discussion are due by the end of the day on Aug. 15, 2022 and may be submitted to isostakeholderaffairs@caiso.com. Written comments on the application are due by the end of the day Sept. 19, 2022 and may be submitted to RegulatoryContracts@caiso.com.
