On Apr 01, 2014, the ISO implemented a manual process that allows scheduling coordinators to substitute, under limited conditions, capacity for resource adequacy resources on forced outages. This will help to avoid availability shortfalls. The ISO is currently developing automated functions to resolve the current system limitations that prevent substituting a single resource for more than one resource on outage.
