2010 Grid Management Charge Market Usage Forward Energy Charge

Summary

On December 30, 2009 the Federal Energy Regulatory Commission issued an order conditionally accepting proposed tariff changes in Docket ER10-188-000.  The order approved the extension of the current grid management charge rates until December 31, 2010 with the exception of the proposed market usage forward energy charge.  According to the order, the current market usage forward energy charge will remain in effect until June 1, 2010.

On December 30, 2009 the Federal Energy Regulatory Commission (FERC) issued an order conditionally accepting proposed tariff changes in Docket ER10-188-000 addressing the ISO’s proposed extension of the current grid management charge (GMC) rates until December 31, 2010 and proposed modifications to the market usage forward energy (MUFE) charge billing determinants.  The ISO filed an application for approval of the GMC extension and MUFE rate design modifications on October 30, 2009.     

 

The order approved an extension of the current GMC through December 31, 2010 except for the proposed MUFE modifications.  The MUFE proposed rate changes were conditionally accepted and suspended for five months until June 1, 2010, at which time the charge will become effective subject to refund.  The proposed MUFE charge has been set for evidentiary hearing and settlement judge procedures.    

 

In accordance with the order, the current MUFE charge and associated tariff provisions will remain in effect until June 1, 2010, requiring changes to the methodology of the rate calculation and forecasted volumes for 2010.  These changes impact the rate for charge code 4537, which will be $.2247 effective January 1, 2010.

 

Appendix D of the 2010 Revenue Requirement has been revised to reflect the new forecast volumes for charge code 4537, as well as the revised rate of $.2247.  No other changes were made to this document.  Appendix D is available on the ISO 2010 Budget Process website at http://www.caiso.com/247d/247deb3549590.pdf.
