The California ISO invites stakeholders to register for its hybrid public Greenhouse Gas (GHG) Coordination working group meeting on May 29, 2024. Attendees may choose to participate in person at the ISO, or virtually. If you plan to attend the working group in person, please register by end of day May 24, 2024.
During the May 29 meeting, the working group will focus on a discussion on the following topics:
- Non-price-based emissions policies:
- A presentation from Commissioner Tawney from the Oregon Public Utilities Commission on their regulatory structure and considerations of the different options discussed in the working group regarding accounting of non-price-based GHG structures.
- A presentation from Doug Howe on behalf of the State Climate Action MOU group on the mechanics of the Emission Constrained Dispatch approach, including examples.
- GHG counterfactual: A presentation from the ISO on the purpose of the counterfactual and how it has been designed for Western Energy Imbalance Market (WEIM) only participants and those entities extending participation to the Extended Day Ahead Market (EDAM).
- GHG price formation: A presentation from the ISO on GHG price formation, including examples, in response to requests in prior working group presentations to further discuss this topic to continue discussions on non-price-based emission policies, the GHG counterfactual, and GHG price formation.
Working group materials, including an updated discussion paper, will be available prior to the meeting on the GHG Coordination webpage.
The working group will be recorded and the video file posted to the initiative webpage for a limited time. The recording is for informational convenience purposes only, and any related transcriptions should not be reprinted without the ISO’s permission. Please submit written comments on the working group meeting by end of day June 5, 2024, through the ISO’s commenting tool using the link on the initiative webpage.
