According to Section 4.7 of the Transmission Control Agreement (TCA), the California ISO provides notice that it intends to relinquish operational control over the Tule-Springville 70kV transmission facilities as requested by Pacific Gas and Electric (PG&E). This line is one of two lines that interconnects the Tule River Hydro Project to the ISO Controlled Grid at Southern California Edison’s (SCE) Springville Substation. The Tule-Springville 70 kV Transmission Line is 14-miles long and under the CAISO’s Operational Control. The second line associated with the Tule River Hydro Project is a 12kV line not under ISO operational control.
The ISO, in consultation with PG&E, has determined that it no longer requires operational control over the Tule-Springville 70 kV Transmission Line to fulfill its Balancing Authority Area responsibilities. This determination was made because the facilities constitute directly assignable radial lines and associated facilities interconnecting generation and do not interconnect critical protective systems or generators contracted to provide black start or voltage support (see Section 4.7.1(i) of the TCA).
Interested parties have 45 days (no later than Aug. 13, 2023) within which to submit written objections to the proposed removal to Riddhi Ray at rray@caiso.com with a cc to RegulatoryContracts@caiso.com. The ISO will then respond to any objections and post the response on the ISO website as provide in Section 4.7.2 of the TCA. |
