The California ISO’s Transmission Service and Market Scheduling Priorities Phase 2 (TSMSP2) automation via WebWheel, Open Access Same-Time Information System (OASIS), Master File and Customer Interface for Resource Adequacy (CIRA) is now active for the monthly priority wheeling through (PWT) available transfer capability (ATC) request window is April 19 through May 2, 2024 for target Monthly ATC period of June 2024 through May 2025. The WebWheel system is available at webwheels.caiso.com.
The monthly ATC values available for reservation and establishing wheeling through priority across the ISO system for June 2024 and beyond are available in the OASIS > Transmission > “ATC for PWT Requests” report.
TSMSP2 implements a new process for establishing wheeling through priority starting for June 2024 and beyond.
Under the new process, ATC is secured in advance on the ISO interties to establish wheeling through priority equal to ISO load. ATC can be reserved in Monthly increments (13-month horizon) or Daily increments (7-day horizon).
Wheeling through transactions without secured ATC in advance will have a lower market clearing priority.
This implementation of wheeling through priority process supports load service planning for Summer 2024.
As of April 19, 2024, the TSMSP2 automation via WebWheel, OASIS, Master File, and CIRA is now available to support reservation of Monthly ATC in June 2024 and beyond.
The PWT monthly ATC request window is now open as April 19, 2024 and goes through May 2, 2024 for the target Monthly ATC period of June 2024 through May 2025.
