The posting of the ISO's final Flexible Capacity Needs Assessment will be postponed to no later than May 25, 2018, to address methodological concerns of the ISO's use of new hourly load forecast from the California Energy Commission (CEC).
Due to fundamental concerns with the use of the CEC hourly forecast data in determining the Flex RA requirements, the ISO re-calculated the final 2019 Flexible Capacity Needs Assessment. The ISO will perform this analysis by forecasting the 2019 minute-by-minute net-load using actual 2017 load data adjusted for 2019 monthly peak load growth forecasts. The ISO will then net out the incremental growth of behind the meter solar as well as grid connected wind and solar. This is consistent to the methodology used in developing the 2018 Flex RA Requirements.
The final Flexible Capacity Needs Assessment will be available to the stakeholders no later than May 25, 2018, and noticed in the ISO's Daily Briefing. A stakeholder discussion will follow on May 31, prior to the ISO tariff deadlines described in section 40.10.1.1 of the tariff.
