2020 Flexible Capacity Category Attestations: Deadline Extended to 6/10/2019

SUMMARY

The California ISO has extended the deadline for submission of the applicable categories for the 2020 Annual Effective Flexible Capacity (EFC) Category determination to June 10, 2019.


MESSAGE

During the EFC Rating Process Clarification stakeholder call on May 14, 2019, the ISO informed market participants that for the 2020 Annual EFC Category updates, the ISO requires all resources wanting an EFC Value to submit information on the applicable Flexible Capacity Categories for their resources with an attestation supporting the accuracy and eligibility for these resources to the asserted categories. The submission deadline has been extended to June 10, 2019.

 

The Flexible Capacity Category criteria is described in sections 40.10.3.2 - 40.10.3.4 of the ISO tariff. For additional information and attestation requirements, please refer to the presentation materials from the May 14, 2019 stakeholder call, available on the Miscellaneous Stakeholder Meetings webpage at http://www.caiso.com/informed/Pages/MeetingsEvents/MiscellaneousStakeholderMeetings/Default.aspx. The attestation document, which is to be submitted via the Customer Inquiry and Dispute Information (CIDI) system, is also available on that page.

 

Under section 40.10.3.5 of the tariff, the ISO is required to provide a determination of the Flexible Capacity Category with the highest qualifications for which the resource qualifies to provide Flexible Capacity. The ISO will use the attestations submitted for the 2020 Flex Capacity Categories to determine the resource's Flexible Capacity Categories and subsequently the identification of an EFC Value. The information and attestation is therefore necessary for any resource wanting an EFC Value. The ISO will publish the draft EFC values in mid-August, and the final EFC Values by the end of September for the 2020 Resource Adequacy (RA) Compliance Year. Absent the requested information and attestation for a Flexible RA Capacity resource, the ISO will not determine an EFC Value for that resource for the 2020 RA Compliance Year.
