2021 Reliability Must Run Credits

MESSAGE

The California ISO informs scheduling coordinators for load serving entities (LSEs) that Pacific Gas and Electric (PG&E) has confirmed that only California Public Utilities Commission (CPUC) jurisdictional LSEs are paying for the 2021 extension of the existing legacy Reliability Must Run (RMR) contract with the two remaining Oakland units (110 MW). Therefore, per emergency proposed revision request (PRR) 1285 to the Reliability Requirements Business Process Manual (BPM), the 2021 RMR credits for these units will be allocated only to CPUC jurisdictional LSEs within the PG&E transmission access charge (TAC) area.

 

The 2021 RMR credits for the remaining (non-legacy) RMR contracts are allocated to all LSEs with load in the appropriate TAC area as required per Tariff and Reliability Requirements BPM section 12.1.1. The 2021 RMR credits for the Greenleaf II unit (49.2 MW) will be divided amongst all LSEs with load in the PG&E TAC area, whereas the 2021 RMR credits for Channel Islands Power unit (27.5 MW) will be divided among all LSEs with load in the Southern California Edison (SCE) TAC area.

 

The ISO will be loading the 2021 local and system RMR credits for non-CPUC jurisdictional LSEs into the Customer Interface for Resource Adequacy (CIRA) by the end of the day Oct. 26, 2020. The CPUC decided to use their total 2021 local RMR credits for all their jurisdictional LSEs before the actual individual CPUC jurisdictional LSEs local requirement is established; therefore, the ISO does not expect to have 2021 local RMR credits directly in CIRA for CPUC jurisdictional LSEs. However, the CPUC may choose to submit 2021 system RMR credits. The CPUC submittal of RMR credits into the CIRA application will be processed per the Reliability Requirements BPM timelines.
