On November 2020, the California ISO implemented a minimum constraint for flexible ramping requirements for the ISO balancing area in the 15-minute market. This was part of the implementation of the Flexible Ramping Product enhancements. This constraint ensures there is a minimum requirement enforced for the ISO area when the requirements are equal or greater than 60 percent of the overall energy imbalance area requirements.
The ISO will enforce this minimum requirement constraint in the real-time dispatch market effective Feb. 16, 2022.
