The California ISO will hold a stakeholder call on Nov. 19, 2021, to discuss the issue and straw proposal for adjustment to intertie constraint penalty prices.
Recent monthly reports on the ISO’s market performance and system conditions during the 2021 summer months identified overscheduling on certain interties. The issue paper and straw proposal identifies the reasons why overscheduling occurred, and proposes changes to certain penalty prices parameters to ensure future such instances are able to be resolved by the market, in order to avoid clearing infeasible imports that eventually have to be curtailed in real-time.
