Aliso Canyon Winter Action Plan Released
Summary
State and local energy agencies today released a technical assessment and action plan for natural gas deliveries this winter, following the closure of Aliso Canyon natural gas storage facility.
Main Text
The California Energy Commission released the Aliso Canyon Gas and Electric Reliability Winter Action Plan today. The plan is part of the state's response, along with the Winter Assessment Technical Report, to continued challenges to energy delivery in the winter months in light of limitations placed on the Aliso Canyon Natural Gas Storage Facility.
The assessments were prepared by the Energy Commission, the California Public Utilities Commission (CPUC), the California Independent System Operator (ISO), and the Los Angeles Department of Power & Water (LAPWD). The action plan is designed to help maintain reliability of natural gas and electrical service this winter for Southern California, following the closure of Aliso Canyon. The storage field is prohibited from receiving gas injections until a comprehensive safety review on its wells are completed.
The assessment found that there are risks, particularly on cold weather days, but consumer conservation and strategic market operations will help meet energy needs in Southern California this winter. The action plan identifies 10 mitigation measures to reduce the need for gas curtailments and subsequent electric service interruptions from November 1 to March 31.
The plan and technical assessment will be the subject of a public workshop on Friday, August 26, in Diamond Bar.
