The California ISO has posted the Business Requirements Specification (BRS) for the Congestion Revenue Rights (CRR) Data Transparency Enhancements project. This document provides business requirements for data enhancements to perform Shadow Settlements for CRR payments and charges.

Per the Federal Energy Regulatory Commission’s order for daily settlement of CRRs, the ISO system performs several complex calculations that require sub-calculations. Some of the data produced in the sub-calculations are necessary for Market Participants to perform Shadow Settlements for CRR payments and charges.
