The California ISO will hold an informational stakeholder call on Nov. 16, 2021, to discuss, in detail, a study conducted by Recurve on use of a comparison methodology for Demand Response (DR) resources and results of its analysis of 2020 DR performance, utilizing their advanced control group method called FLEXmeter.
The ISO contracted with Recurve, in order to conduct an analysis report on the viability of accessing a control group by all DR providers and use of a comparison methodology in measuring performance of Proxy Demand Response (PDR) and Reliability Demand Response Resource (RDRR). This was initiated in response to stakeholder questions around accuracy of existing baseline methodologies used during the extreme weather events of 2020 to measure resource performance.
The report was conducted to:
- Understand and operationalize the baseline and comparison group methods, in relation to existing guidance and practice;
- Understand the barriers to data access and identify a viable path to overcome them;
- Understand the 2020 extreme weather events, based on the FLEXmeter methods implemented by Recurve, to inform and support decision making; and operationalize methods at scale.
Additionally, the ISO will provide an update on the approved use of load adjustment factors outside of the min/max caps that several DR providers employed during Summer 2021 (May through October).
The exploration of the use of a comparison methodology, along with the approved use of load adjustments factors outside of the min/max caps for summer 2021, were also discussed in an April 22, 2021, DR Customer Partnership Group meeting. That meeting information, in addition to the report and all related material, will be available prior to the meeting on the miscellaneous stakeholder meetings webpage.
