The California ISO has scheduled a series of stakeholder working group meetings on Nov. 10, 15, 19 and 30, 2021, to kick off the discussions on the native load and available transfer capability calculation topics as part of phase 2 of the External Load Forward Scheduling Rights Process initiative. This meeting series is for the working group participants and the discussion will be open to other interested stakeholders. Information related to these working groups is included in the issue paper posted on the initiative webpage.
In the second phase of this initiative, the ISO proposed to explore the development of a forward transmission reservation process for establishing scheduling priorities in the market. The ISO also proposed the formation of collaborative stakeholder working groups that will further discuss the design components of this process. The three working groups that have been established will focus on each of these topics: 1) native load and ATC calculation, 2) products and reservation process, and 3) study process and transmission upgrades.
Working group 1 focuses on the calculation of native load needs and deriving the available transfer capability (ATC) that could be utilized to support transmission reservations to establish scheduling priority. These meetings will include presentations from working group participants who will share their practices for calculating native load and ATC, followed by broader group discussion and presentations on how the ISO could calculate native load needs and ATC that could be made available for other reservations to establish market scheduling priority. The meeting schedule and participation details for this working group are included below.
Schedules for working groups 2 and 3 will be communicated in a forthcoming notice. The working group participants will meet on specifically identified dates, and the meetings will be open to all interested stakeholders.
