The California ISO has scheduled a public stakeholder call on Aug. 31, 2020, to discuss the final proposal for the FERC Order 831 - Import Bidding and Market Parameters initiative.
The ISO has updated its proposal to include an objective threshold value used to set energy prices based on the amount of the shortfall in supply to meet demand when energy costs are greater than $1,000/MWh and the power balance constraint must be relaxed. Further, the ISO has updated its proposal to convert daily multi-hour block electrical prices from the published electric price indices into hourly prices by using historical high priced day-ahead system marginal energy cost (SMEC) prices.

Please submit written comments on the draft final proposal by end of day September 4, through the ISO’s new commenting tool. Stakeholders can begin using the tool after completing a simple one-time registration. The ISO conducted training on the use of the tool and how to register.
