The California ISO has posted the Business Requirements Specification (BRS) for the Local Market Power Mitigation Enhancements (LMPME) project.
This project will implement market enhancements to address cases of local power mitigation. The new features include: changes to the calculation of the competitive locational marginal price to impose transfer limitations between mitigated regions of EIM balancing authority areas; introduction of a new default energy bid option for hydroelectric resources with storage; updates to the ISO tariff to reflect the current gas publications for the real-time market; and modifications to the reference level adjustment process used by the real-time market for gas fired resources.
The enhancement to modify the reference level adjustment process was initiated in the requirements for the Commitment Cost Default Energy Bid Enhancements (CCDEBE) project. To allow for a more efficient delivery, the aggregated reference level adjustment requirements will be consolidated in the CCDEBE BRS and published in the updated version by Friday, April 5, 2019.
