This fall, the California ISO’s Board of Governors and the Western Energy Imbalance Market’s (EIM) Governing Body adopted recommendations to replace the delegated “primary authority” over certain Western EIM tariff changes with a “joint authority” model, whereby the Board and the Western EIM Governing Body will jointly meet to consider and approve proposed EIM rules.
The Stakeholder Initiatives webpages (both on westerneim.com and caiso.com) show a classification, or designation, to identify which category of decisional authority applies to each initiative. These proposed designations are also available in the most recent paper for each initiative. With the new joint authority model now in place, the information provided in this memo includes general background about how decisional items in policy initiatives are
categorized.
