The ISO has posted an issue paper and straw proposal to kick off its new Imbalance Conformance Enhancements initiative. A stakeholder call is scheduled on December 6, 2017 to discuss the combined issue paper and straw proposal, which is available at http://www.caiso.com/Documents/IssuePaper-StrawProposal-ImbalanceConformanceEnhancements.pdf.
The scope of this initiative will clarify the ISO’s authority to conform for imbalance in both real time and the day ahead. The purpose of conforming is to maintain reliability of the bulk electric grid. It will also propose enhancements for the conformance limiter. The purpose of the limiter is to ensure price spikes do not result from artificial market infeasibilities.
