Annual Review: no content changes, only minor format changes.

RC0130A SOL Exceedance Reporting Guideline, version 1.2, effective Sept. 2, 2021.

Added clarification to Section 1 on Reliability Coordinator (RC) metrics reporting when a System Operating Limit (SOL) exceedance is reported after-the-fact. Also added note below regarding footnotes relating to Notification Guideline Chart for clarity.
