Reliability Standard PRC-012-2 Remedial Action Schemes Effective 1/1/21

MESSAGE

The North American Electric Reliability Corporation (NERC) Reliability Standard PRC-012-2 Remedial Action Schemes (RAS) will be effective Jan. 1, 2021.

 

Requirement 1 of NERC PRC-012-2 states that each RAS entity is required to submit required information to its Reliability Coordinator prior to placing a new or functionally modified RAS in service or retiring an existing RAS.

 

RC West has posted its process and procedure for PRC-012, describing the processes of submission to Reliability Coordinator, available at http://www.caiso.com/rules/Pages/OperatingProcedures/Default.aspx:

RC West encourages each Generator Owner to perform a compliance assessment and review the applicability of NERC PRC-012-2 for each generator that it owns. The assessment should consider the approved definition of RAS as set forth in the NERC Glossary.

 

Each Generator Owner should assess applicability of NERC PRC-012-2 for each generator that it owns. In particular, in a scenario where there are several generators owned by multiple Generator Owners at a single point of interconnection that have a shared automated generation trip or runback controller/limiter, the RC West would recommend specific care in the self-assessment. Where there are multiple NERC-registered Generation Owners who collectively have more than one bulk electric system (BES) generator/resource behind a single point of interconnection with an automated generation trip or runback controller, the Generator Owners should consider the design and implementation of their equipment to determine whether it constitutes a RAS that should be submitted to the RC for approval.
