The California ISO will hold a stakeholder workshop on Feb. 23, 2022, to solicit stakeholder feedback on the resource sufficiency evaluation failures in emergency conditions as discussed in the Western Energy Imbalance Market (WEIM) Resource Sufficiency Evaluation Enhancements (RSEE) Phase 1 initiative. The phase 1 proposal was presented to the ISO Board of Governors and WEIM Governing Body at their joint general session meeting on Feb. 9, 2022. Based on stakeholder comments received on the WEIM RSEE Phase 1 revised draft final proposal and discussion during the Feb. 9 meeting, the ISO believes additional discussion on this topic is warranted.
The objective of this workshop will be to solicit and discuss stakeholder positions regarding whether, and under what potential conditions, a WEIM balancing authority area should automatically fail the resource sufficiency evaluation. While the ISO recently launched phase 1B of the WEIM RSEE initiative, this separate workshop aims to determine if there are policy changes that can be implemented in a more expedient manner.
