Notification of Revised ISO Operating Procedures 3100, 3130, 3130A, 3140, 3140A, 3210 and 3220

SUMMARY

The California ISO has revised operating procedures 3100 Establishing System Operating Limits for the Operations Horizon, 3130 Guidelines for Implementing the Reliability Coordinator IRO-010-2 Data Request, 3130A Implementation Details for the Reliability Coordinator Data Specification, 3140 TOP-003-3 TOP - BA Data Request and Specification Guideline, 3140A TOP-003 TOP - BA Data Request and Specifications for Data Provision, 3210 Transmission Outages, and 3220 Generation Outages. Procedures are effective July 1, 2019.


MESSAGE

The California ISO has revised the operating procedures referenced below.

 

3100 Establishing System Operating Limits for the Operations Horizon, version 6.3, effective July 1, 2019

Modified for alignment with Reliability Coordinator (RC) West’s System Operating Limit (SOL) Methodology.

Section 3.1.3: Updated WECC references noted in 5th bullet.

Modified Section 3.7 Bus Section contingencies based on feedback and agreement with Pacific Gas and Electric (PGAE).

Replaced Peak RC with the RC in most instances and RC West in few instances relating to RC SOL Methodology.

Minor format and grammar updates.

Removed version history prior to 5-years.

 

3130 Guidelines for Implementing the Reliability Coordinator IRO-010-2 Data Request, version 6.0, effective July 1, 2019

Updated for transition from Peak RC to RC West. Clarifications only, no new requirements for submission of data to California ISO or RC West. Refer to yellow highlighted changes throughout document.

Minor format and grammar updates.

 

3130A Implementation Details for the Reliability Coordinator Data Specification, version 3.0, effective July 1, 2019

Updated for transition from Peak RC to RC West. Retired multiple requirements and clarified many requirements to remove reference to Peak, Peak systems and documentation. Minimal changes to implementation of existing requirements for submission of data to CAISO or RC West. Refer to yellow highlighted changes throughout document.

Comparison to Peak Data Specification:

Section 1 - removed reference to Peak doc 1.1 - 1.4, 1.11, updated data items for clarification - requirement # 1.14.

Section 2 - removed reference to Peak doc 2.1, updated data items for clarification - requirements #s 2.5, 2.11 - 2.13.

Section 3 - removed reference to Peak doc 3.3, 3.4, 3.8, retired requirements #s: 3.1, 3.6, 3.7, 3.9 - 3.12 - updated all remaining Section 3 data items for clarification.

Section 4 - New requirements #s - 4.7 and 4.8 - split from 4.6 in order to make requirements more explicit; updated data items for clarification - 4.4, 4.6.

Section 5 - Updated all section 5 data items for clarification, new requirement # - 5.16 - gap in data specification.

Section 6 - Updated data items for clarification - 6.10, 6.12, 6.17, 6.18, new requirements # 6.21 - split from 6.10 to make requirements more explicit, 6.22 and 6.23.

Section 7 - 7.6 - replaces current requirements with cross reference to real time notification procedure, Retired requirements #s: 7.1 - 7.5.

Updated transfer methods throughout entire document.

Updated data frequency - 1.9, 1.11, 2.6, 3.3, 3.4, 3.8, 5.2, 5.5, 5.7, 5.10, 6.1, 6.2, 6.10, 6.11, 6.12.

 

3140 TOP-003-3 TOP - BA Data Request and Specification Guidelines, version 3.0, effective July 1, 2019

Added California Department of Water and Power (CDWR) to Responsibilities section.

Updated for transition from Peak RC to RC. West.

Clarifications only, no new requirements for submission of data to California ISO or RC West.

Refer to yellow highlighted changes throughout document.

Minor format and grammar updates.

 

3140A TOP-003 TOP - BA Data Request and Specifications for Data Provision, version 3.0, effective July 1, 2019

Updated to be consistent with RC West RC0120A for 7/1/19.

Yellow highlighted major changes, did not highlight minor changes.

Updates throughout related to RC transitions - expanded on data transfer methods columns M, N, O, removed references to Peak's guidance documents.

 

3210 Transmission Outages, Version 16.8, effective July 1, 2019

Section 3.1.4: Minor updates to align with RC updates.

Section 3.2.4.1: Updated title to include Mid Range. Removed timeline figure and referenced RC0630.

Section 3.2.4.2: Very minor update to include Pacific Prevailing Time (PPT).

Section 3.3.1: Updated title to include Mid-Range and updated #5.

Section 3.3.2: Minor update to #4.

Section 3.3.3: Updated #4.

Section 3.3.5: Updates to #'s 5 & 9.

Section 3.4.1, ISO Transmission: minor update to #2.

Section 3.4.2: Updated #1 for ISO Transmission and minor update to #1 for ISO Operations Engineer.

3220 Generation Outages, version 5.0, effective July 1, 2019

Noted Errata changes (Highlighted above) to version history for previous two updates.

Section 3.3: Added last bullet (Generation Outage type Failure of Interpersonal Communication capability) and reference/footnote.

Section 3.6.1: Spelled out Reliability Coordinator and not RC.

Section 3.7: Updated right column title to RC Outage Type and added missing "!" in first row under "Rule" column.

Replaced Real-Time Operations Engineer & Real-Time OE with Operations Engineer throughout.

Replaced Peak RC with the RC throughout.

Added back reference of 3220A that was left off from past few versions.

Removed version history prior to 5-years.

Minor format and grammar updates throughout.
